Purpose of the competition
The competition aims to deeply implement the strategy of strengthening the provincial capital with talent, focusing on the concept of "gathering talents from all over the world." It vigorously introduces high-level talents and teams from home and abroad to Jinan for innovation and entrepreneurship, attracting and gathering a batch of original, unique, and leading high-tech projects. This effort better serves the city's central tasks, such as the "Project Deepening Year," and aids in the conversion of old and new driving forces and high-quality development. It provides solid talent support for accelerating the construction of a "strong, innovative, excellent, prosperous, beautiful, and high" modern socialist provincial capital in the new era.

Competition Details
Field of participation:
We focus on recruiting talent projects in five major industrial sectors: Big Data and Next-Generation Information Technology, Intelligent Manufacturing and High-End Equipment, Biomedicine and Health, Premium Steel and Advanced Materials, and Modern Agriculture and New Energy.
Contest requirements:
(1) In principle, participants should hold a master's degree or higher.
(2) In principle, participants should have experience working at prestigious overseas universities, research institutions, or foreign enterprises, along with a certain level of project operation experience and a history of serving as a leader in major industrial technology development, achievement transformation, and industrialization projects. Exceptionally outstanding contestants may be considered under more flexible criteria.
(3) Participants should be high-level talents with innovative achievements and entrepreneurial plans, with technical achievements leading both domestically and internationally, and aligned with Jinan's industrial development direction.
(4) The submitted projects should have innovation and commercialization potential. The proposed results, products, or technologies must comply with national laws, regulations, and industrial policies, and the contestants must have no intellectual property disputes.
(5) Participants can only select one preliminary competition area or feature track to register one project. Duplicate applications will result in disqualification.
(6) The projects should be from talents outside the city, with no social insurance paid in Jinan, and should not have been established in Jinan before January 1, 2024. The contestants should have the intention to establish the project in Jinan within one year after the competition.
(7) Talents and projects that have won awards in the finals of previous China (Jinan) New Momentum Innovation and Entrepreneurship Competitions are not allowed to participate in this competition again.
Award settings
(1) Preliminary Awards and Prizes
Each preliminary competition area will award 5 "Excellence Awards", each with a prize money of RMB 30,000; and 10 "Finalist Awards", each with prize money of RMB 10,000.
(2) Final Awards and Prizes
The finals will feature 10 First Place Prizes, each with prize money of RMB 50,000; 15 Second Place Prizes, each with prize money of RMB 30,000; and 25 Third Place Prizes, each with prize money of RMB 20,000, totaling 50 awards. Additionally, several Expert Nomination Awards will be granted based on the quality of the projects and comprehensive evaluations by experts, each with prize money of RMB 10,000.
Policy Support
(1) Financial Support for Landing Projects
For final award-winning projects that are implemented in Jinan within one year and meet the basic application conditions of Jinan's policy on introducing leading industrial talents, these projects will be directly incorporated into the city-level key talent project management after on-site inspections and comprehensive evaluations, with financial support ranging from RMB 1 million to RMB 3 million.
(2) Policy Support for Award-winning Projects in the Start-Up Area
Award-winning projects from the provincial and city innovation and entrepreneurship competition finals, that register and are implemented in the Start-Up Area within one year, will be eligible for a maximum landing reward of RMB 1 million.
(3) Establishment of a Competition Project Database
A dedicated service specialist will be assigned, and the express lane will be opened to integrate talent and technology support policies, industrial development support funds, and land guarantee policies, etc. This will strengthen the tracking of projects in registration, office space, enterprise planning, personnel recruitment, investment and financing guarantees, providing comprehensive service guarantees for the implementation of project.

JINAN START-UP AREA
JINAN START-UP AREA is located in the north-central part of Jinan, spanning both sides of the Yellow River, with a planned area of approximately 798 square kilometers. It was officially launched on August 19, 2021, and is the second "Starting Area" in the country after the Xiong'an New Area. It is the only new area in the country themed around the "conversion of new and old kinetic energy." It is the only "substantive" new area supported by the "Outline of the Yellow River Basin Ecological Protection and High-Quality Development Plan." It enjoys the policy benefits of the "four zones in one" (Pilot Free Trade Zone, National New Area, National Independent Innovation Demonstration Zone, and Comprehensive Innovation Reform Experimental Zone).

Shandong (Singapore) Enterprise Service Cente
The Shandong (Singapore) Enterprise Service Center is dedicated to supporting the high-level opening-up of Shandong Province and exploring new cooperation models with Singapore. It serves the national strategy of the Yellow River Basin's Ecological Protection and High-quality Development. With the principle of “Establish High Land for Cooperation and Found the Meeting Center for High-quality Development”, the Shandong (Singapore) Enterprise Service Center is an important node for the overall connection between Shandong Province, Jinan City, and the start-up area to engage with the Singapore government and enterprises. And also become the preferred window for information dissemination, negotiation and exchange, as well as the image display between the governments and enterprises of Shandong and Singapore. The center has been established in Zhongke New Economic Science & Technology Innovation Park, serving as a platform for Singaporean enterprises and showcasing Shandong's open cooperation.
China-Singapore (Jinan) Green and Smart Demonstration Zone Field of participation
It is located in the core area of the urban sub-center of the start-up area, with a planned area of 27.7 square kilometers. It is designed for China-Singapore (Suzhou) Industrial Park, China-Singapore (Tianjin) Eco-City, China-Singapore (Chongqing) Connectivity Demonstration Project, and China-Singapore (Guangzhou) Knowledge City. With the support of smart green, it will engage in the fields of urban planning and construction, project introduction and cultivation, urban management and operation for deepening cooperation and exchanges with Singapore, import global resources, integrating international elements, as well as creating a model of international cooperation.
Zhongke New Economic Science & Technology Innovation Park
Zhongke New Economic Science & Technology Innovation Park, located in Cuizhai part of the start-tp area,is invested in, constructed, and operated by the Jinan Pioneer Investment Co, LTD, covering a total land area of approximately 73 hectares. Four institutes of the Chinese Academy of Sciences, have already settled in here, which are the Jinan Advanced Power Research Institute, Jinan Zhongke Ubiquitous-Intelligent Institute of Computing Technology, Jinan Laboratory of Applied Nuclear Science, and Qilu Zhongke Carbon Neutrality Research Institute. Among them, the Sino-Singapore Green Technology Research Institute is jointly established by the Pilot Area, Nanyang Technological University, Singapore, and Shandong University.
High-end Equipment and Smart Manufacturing Industrial Park
It is located in Cuizhai Street, with a total land area of approximately 11,000 mu, it has established collaborations with industry-leading companies such as BYD Co., Ltd. The industrial direction of the park is to support enterprises in the high-end equipment and intelligent manufacturing industrial chain.
New Energy Technology Innovation Park
It is located in the initial area of Cuizhai Street, the total land area is approximately 6000 mu. It has already established cooperation with Shandong Land Group, State Power Investment Corporation, and Shandong Academy of Industrial Technology. The park primarily on key technologies in hydrogen energy production, storage, transportation, and utilization, as well as system integration and the construction of comprehensive energy supply stations. Additionally, it's also involved in the manufacturing, assembly, and demonstration of hydrogen energy vehicles, as well as the manufacturing and demonstration of combined heat and power (CHP) systems and equipment.
Jinan International Investment Industrial Park (Start-up Area)
It is located in Taiping Subdistrict of the Start-up Area, it is one of the 'Jinan-Qingdao-Yantai International Investment Industrial Parks' planned by the Shandong Provincial Government, with a total land area of approximately 9,000 mu. It has already attracted enterprises such as Johnson Controls from the United States, the Special Structures Institute of the Aviation Industry Corporation of China (AVIC), and Shandong Fangyin Intelligent Manufacturing Co., Ltd
TusStar (Jinan·START-UP AREA) Incubation Base
It is located in the Starting Area's Cuizhai Street, it is jointly established by Jinan Pioneer Investment Group and TusHoldings' Northeast Asia Headquarters. It serves as the core functional area of the Jinan Shandong University Science Technology Park. The operational carriers include incubators and maker spaces, and through the 'four-in-one' operational model, it can provide one-stop, full-process services for settled projects.
